Movement
Work moves with less avoidable delay.
The method when public proof is not ready
A completed project is not automatically a result.
WIBP defines the operating condition that should change before recommending a first workstream, then looks for direct evidence that the new way is used and the condition actually changed.

Evidence to look for
Work moves with less avoidable delay.
A handoff has a clearer next owner.
Fewer recurring questions and ordinary decisions return to the owner.
The current answer is available when the next person needs it.
Variations follow a defined decision and escalation path.
The business can see that the promise was completed without chasing.
The people doing the work actually use the new way.
Keep three claims separate
What was built, configured, trained, installed, or otherwise completed.
What observably changed in the real operation after the new way was used.
A bounded statement supported by exact evidence, accurate wording, the right person's permission, an allowed channel, and a review trigger.
A responsible first workstream
Define the current condition and the evidence of improvement before choosing the solution. Measure the same condition after the change is in use.
If adoption does not hold or the operating result does not appear, keep, improve, narrow, expand, or stop based on evidence—not on the desire to call the project successful.
A practical next step
Bring one recurring operating problem to an Owner Bottleneck Review. The conversation starts with the condition that needs to change, not with an assumed solution.
